VPHOT NOT PUTTING IMAGES INTO THE QUEUE

I uploaded an image but it does not show up in the Image Processing Queue. Upload went ok with no errors but does not appear in the queue, in the list of images nor the list of processed images. This has happened before since the VPHOT upgrade. The are no images in the queue so do not know if VPHOT is not busy or if there is a problem.
