Not able to create a proposal

Hi

This is my first time creating a proposal for the observation of variables. I need this for my master's degree observational project.

However, nothing happens after filling out all the details when I try to create a proposal. I looked at the past proposal, and mine is not there.

Probably I am missing something.

Anyone?
