Transform Applier problem

Hi!

I'm trying to use TA to transform my data but I don't know how to do it.

I use Vphot and AAVSO report (attached) but I can't transform. I'm afraid that the problem is with the combination of TAand my regional system.

Here we say 3,14 instead of 3.14 but TA seems to unable to deal with it.

Could you help me?
